🇵🇾 Paraguay: Taiwan, J.P. Morgan, Residency and Energy Advantage
Paraguay is not only about low taxes and cost of living. With its unique diplomatic stance with Taiwan, growing interest from international capital such as J.P. Morgan, clear pathways to permanent residency, and almost fully hydroelectric energy, it is becoming one of the strongest Plan B options for Europeans and digital nomads.

Paraguay is not only a country to evaluate for its cost of living or tax regime. It is also a geopolitical actor with a clear position, a market that is attracting international capital, and several residency pathways for those who want to settle or invest in the country.
A Geopolitical Choice That Sets Paraguay Apart
Paraguay is the only South American country that maintains official diplomatic relations with Taiwan, recognized by Asunción as the Republic of China. This stance makes it an important partner for Taipei and fits into the broader strategy of international support for the island. On October 12, 2026, China imposed sanctions on Paraguay’s Minister of Communications, Gustavo Villate, precisely because of the country’s ties with Taiwan. It is a concrete signal of how much Asunción’s diplomatic choice weighs in the competition between Beijing and Taipei. This does not mean that every decision by Paraguay automatically brings advantages or Western investment. It does mean, however, that the country occupies a geopolitical position more relevant than its economic size might suggest.
J.P. Morgan Looks at Paraguay
Another signal comes from the markets. J.P. Morgan Natural Capital, together with the Paraguayan government and local partner Grupo Robinson, has announced an agroforestry project of approximately 200 million dollars. The plan aims to develop a sustainable forestry platform, create employment in rural areas, and increase local timber processing. Capital deployment is expected to begin in early 2027. The Ministry of Industry and Commerce has also highlighted a J.P. Morgan report on the growth of the private capital market and mergers and acquisitions activity in the country. A single project does not turn Paraguay into a new financial power. But it is an interesting signal: international investors are beginning to look at the country for long-term opportunities, and not only for its low costs.
The Main Routes to Obtain Residency
Paraguay offers different pathways, to be evaluated according to personal plans and the type of investment. Temporary Residency This is the ordinary route for those who intend to settle in the country and carry out a lawful activity. It can last up to two years, renewable for an equivalent period, and normally constitutes the step toward permanent residency (usually after 2–3 years). During the process it allows the holder to leave and re-enter the country, study and work, as well as the possibility of requesting the Paraguayan cédula. Paraguay Investor Pass The new framework (MIC Resolution 0283/2026) allows direct access to permanent residency through different investment categories. Among the options indicated by the Ministry are: - productive investment from USD 70,000, with at least five formal jobs and a business plan; - investment in financial instruments from USD 200,000, to be maintained for at least two years; - real estate investment from USD 200,000, destined for economic activities and not for personal or family use; - tourism investment from USD 150,000, with a business plan and technical monitoring. Checks are required on the origin of funds, criminal records, and the maintenance of the investment commitments.
