Paraguay Investor Pass: The Investment Tracks Explained
A practical explanation of the Investor Pass routes for productive business, financial instruments, real estate, and tourism, including thresholds, holding conditions, and process requirements.

Direct permanent residency, no temporary phase required. Three qualifying routes: real estate, finance (stock market), and tourism. Here's what each actually involves.
THE 3 INVESTMENT TRACKS
REAL ESTATE INVESTMENT
Real Estate ($200,000): This is the most tangible and popular option. Applicants can actually begin filing once they've paid just 30% of the declared investment value, with the remaining balance documented as a financial commitment to the seller or developer - on a $200,000 investment, this means filing may begin with roughly $60,000 paid upfront. Under Law 117/91, foreign nationals have the same property ownership rights as Paraguayan citizens - no special permits, no local partner requirement, no residency requirement to purchase. Finance / Stock Market ($200,000): Applicants place funds into regulated Paraguayan securities approved by the Central Bank's securities regulator, held for at least two years. The stock exchange migrated to Nasdaq-powered trading infrastructure in January 2026, and Paraguay also recently received investment-grade ratings from both Moody's and S&P - a signal that institutional capital is increasingly flowing in. Tourism ($150,000): The cheapest entry point, but it requires a business plan and twice-yearly progress reporting obligations. The upside is that Paraguay's tourism sector remains dramatically underdeveloped - it borders Iguazú Falls, meaning genuine upside for well-chosen projects.
